Underlining the five decades of bilateral cooperation, UAE President His Majesty Sheikh Mohammed bin Zayed Al Nahyan held extensive talks with Russian President Vladimir Putin in Moscow, including a wide range of diplomatic, economic and strategic issues.
Official reception in Moscow
On 7 August 2025, His Majesty Sheikh Mohammed bin Zayed Al Nahyan arrived in the Russian Federation on an official visit. Emirates News Agency-Vam stated that his aircraft was welcomed and welcomed by military jets, marking the onset of a formal reception.

Meeting in Kremlin: strategic partnership And regional dialogues
In Kremlin, his Queen Sheikh Mohammed bin Zayed Al Nahyan interacted with Russian President Vladimir Putin. The two leaders reviewed the trajectory of UAE-Russia cooperation and discussed increasing their strategic partnership, with special attention to the economy, business, investment, space and energy sectors. Both sides confirmed the importance of aligning bilateral cooperation with their development priorities. His Queen emphasized that the UAE-Russia relationship has been built on mutual honor, trust and creative connection of more than 50 years. He reiterated the UAE’s commitment to create strong international partnership and pursue global cooperation to deal with shared challenges and promote collective development. The leaders exchanged the approach to regional and global affairs of mutual interest. His Queen underlined the dedication of the UAE to promote peace and stability, with a commitment to pursue diplomatic solutions at the area and globally. In discussing regional issues, the two leaders highlighted the importance of the upcoming Russia-Arab Summit, At the initiative of President Putin for October 2025, as an important platform to strengthen Russia’s relations with the Arab world. He reviewed the development in the Middle East, emphasizing the immediate need to carry forward a justified, comprehensive and permanent peace based on a two-state solution, to secure stability and safety throughout the region.
Human arbitration and diplomatic engagement
His Queen appreciated President Putin for the convenience of the role of UAE in the exchange of exchanges of more than 4,000 prisoners between Russia and Ukraine. He confirmed the UAE’s readiness to support such human initiatives. President Putin, in turn, accepted and praised the UAE’s continuous arbitration efforts, especially in its role in the successful prisoner exchange process.

During the formal proceedings in the Kremlin, both the national anthem were re -played, and President Putin personally welcomed the President of the United Arab Emirates, welcomed the delegation with His Majesty. President Putin hosted a lunch in honor of his Queen and UAE officials.
Bilateral agreement And departure
On the occasion of the visit, UAE and Russia signed several major agreements:
A) Trade in services and investment agreement (Tissia)

The agreement is based on the Comprehensive Economic Partnership Agreement between the UAE and the Eurasian Economic Union (EAEU), including Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan. Tisia creates a dedicated bilateral cooperation structure on which it focuses:

The two agreements take a significant step forward to deepen economic and infrastructural relations between the two countries. The high-level UAE delegation participated in bilateral talks, as by Russian ministers and senior officials.
