Singh came from Bishanupur village and was swept away by flood water streams on Tuesday.
An official said that people from about 60 villages in the northern parts of the district struggled with burning roads and fields, as there was heavy rains under the influence of a low pressure belt.
He said that the plight of people in these villages has increased due to release of water from dams in neighboring Jharkhand.
On Tuesday, the number of floods in Balasore district was 100.
According to an official of the Water Resources Department, the water level of the Subnarekha river in Rajghat was at 9.80 meters at 4 pm as against the danger mark of 10.36 meters.
Similarly, the water level in Budbalung and Jalak rivers in Balasore district resumed, he said.
Many blocks like Bhogri, Baliapal, Jaleshwar and Basta have been affected by deluse.
Officials said the floods greatly damaged crops and infrastructure, in which many roads, bridges and culverts were being washed in Balasore.
The district administration has deployed teams of Odisha Fire and Emergency Services, Odraf and National Disaster Response Force in rescue and relief operations.

Odisha Revenue and Disaster Management Minister Suresh Pujari said that district collectors of Balasore and Mayurbhanj have been asked to start assessing damage to crops, houses and others.
He said that the affected people will be assisted according to the Relief Code.
