The Human Rights Commission of Meghalaya, Shillong, has given a clean chit to East Khasi Hills District Superintendent Police Rituraj Ravi in connection with his alleged attempt to forcefully remove activist Bindas Sim from a hunger strike last year.
The panel noticed that the testimony of the witnesses, including the victims, was inconsistent and lack of credibility.
“Thus, no case of human rights violations has been made against defendant Mr. Rituraj Ravi and the case is closed,” it is said in an order.
The case was filed by Anlang Sion, alleging that on June 9, 2024, a team of heavy armed police personnel led by Ravi tried to overcome their hunger strike protests near the Secretariat, without the presence of a female officer or an executive magistrate.
Subsequently, two more complaints were filed on 13 June – by a hynneevtrep integrated outfit office – by bearrs Donbok Dakhar and Shanih Nongram, and another joint purity fava and by Marylis Mavari.
The two demanded action against the SP for an attempt to evict Simp, opposing the delay in repairing Nongpoh-Umeden Road.
The order states that some witnesses did not disclose any indecent or unfair conduct by the police in cross-examination, violating constitutional rights.
The unhappy person, Bindas Sim, in his statement, did not accuse him of violating any specific rights directly, saying that he felt that his rights had been violated as the police arrived late at night with an ambulance, without medical workers.
The Commission said, “When considering evidence on the record, it is seen that the testimony of at least three witnesses is not in harmony with the main event,” the Commission said, while the victim’s testimony bears weight, it should be constantly and reliable.
In the July 25 order, the Commission also noted that the night of the incident was not made as witnesses to other persons present with Siem, and no video evidence of the incident was presented.
Although the case was closed, the Commission indicated procedural flaws and suggested institutional reforms.
