The Supreme Court on Friday amended its order on stray dogs and said that canine would return to the same area after sterilization and vaccination. However, the apex court said that no road would be allowed to be fed.
Hearing a Suo Motu case on dog bite in the national capital on Monday, August 11, the Supreme Court ordered to choose all the canine from Delhi-NCR roads within eight weeks, directing the officials to build shelters to give them homes and leave them back. The Supreme Court on Friday directed the municipal authorities to create an area to feed, stating that there would be no feeding on the roads. The Supreme Court said that notice boards will be placed near the nominated feeding areas, which mentions stray dogs only in such areas.
Notices have been issued to all states and UT to appear in the case and suggest to prepare the national policy.
The Supreme Court order expressed displeasure between animal lovers and welfare organizations.
On 28 July, a bench of two-judges, including Justice JB Pardwala and R Mahadan, took cognizance of a news item.
On August 11, a bench of two-judges passed guidelines to immediately create dog shelters and reports about the construction of infrastructure in the state of NCT Delhi within 8 weeks and immediately shifted stray dogs to those shelters.
The next day, the Chief Justice of India (CJI) Bhushan R Gawai withdrew the Suu Motu case on stray dogs from the earlier bench and transferred it to a three-judge bench.
Under the leadership of Justice Vikram Nath, the new bench took over the matter on August 14 and reserved its order on interim prayer demanding to stay in the direction of August 11.
During the August 14 hearing, Solicitor General Tushar Mehta, appeared for the government, said that he had seen people posting videos of meat eating and then claimed to be an animal lover.
Supporting the order of the Supreme Court, Tushar Mehta said that “a very loud outspoken minority and silent afflicted majority.”
Livelove quoted Tushar Mehta as saying, “It is seven lakhs, 10,000 per day. It is dog bits. Rabies’s death – 305 deaths for the same year, which shows a large number of modeling.”
He said that there is no animal hatred.
