After a council, it was decided not to investigate concerns about a headmaster’s “proximity to some girls”, a second security issue was raised, it has emerged.
Last year, Neil Foden Four children were jailed for 17 years to sexually abuse them In North Wales between 2019 and 2023.
Foden began working at YSGOL FRARARS in Bangore in 1989 and became a head teacher in 1997. He was also the strategic head of Ysgol Dyffryn Nantlle in Penygroes.
New evidence created by BBC Newydion S4C Shows that Cyngor GwynedD decided not to investigate the concerns raised before another concern, it is believed that it was built in 2019, raised by a staff member in Nebering local authority Anglissi.
A spokesman for an Anglisi Council confirmed that “all agencies” referred to the doubt about Foden to the responsible agency as per the child protection guidelines in place in 2019 and “in 2019.”
However, the spokesperson did not confirm which agencies he shared doubts about Foden, or if it shares directly with Singor Guvinade.
Several sources say Cyngor GwynedD received an official notice of anxiety that was originally raised by an Angles employee, and it appears that there was no official investigation.
Cyngor GwynedD has been asked several times for clarification of the case, but says that all “related information” are shared with them Child Practice Review (CPR) panel,
CPR was established after Foden’s arrest that happened.
One of the panels confirmed the above issues “has been highlighted” and “covered”, but members can not currently comment any further, and their “purpose is for the report to be published in late September”.
In a statement, the Anglisi Council said that “sensitive information about this serious case cannot be released”.
However, it said, “The public has the right to know that the island’s child protection processes have been followed in this case and remain strong and responsible”.
Local Authority Chief Executive Dialyn Williams said he wanted to “expand our deeper condolences” to all children and families who suffer due to Foden.
He said, “Along with sympathizing to the victims, the authority has ensured that all who have sought support have received a suitable service,” he said.
A Cyngor GwynedDdDD spokesperson said: “It is deeply regrettable that various concerns have been raised about Neel Foden, and despite the fact that we have worked with police and other agencies, our response was not enough to stop their crimes.
“CPR is a major step that enables us to reach the bottom of this, and we will welcome all the recommendations.
“When the report is published in September, we are committed to acting on every recommendation that is relevant to us as a council.”
The Crown Prosecution Service confirmed that a “prominent activist” who gave evidence in Foden’s trial last year “raised concerns with the police” and these concerns were “raised” after Foden’s arrest.
The witness told the court that in 2019 there were weekly meetings with one of the victims, known as Child E.
He explained that the purpose of the meetings was to discuss “personal and confidential matters”.
It came to light in Foden’s test that in 2019 he began to behave and sexually abuse the child.
Foden will refer to this girl as her “sex toy”. The victim also joined Foden when he used to travel for events, sometimes lived with him in hotels.
The prominent activist told the court that his meetings with Child E are usually “private” in a class.
However, things changed during the summer holidays and meetings were held in a separate room, with Foden always present.
The North Wales Police was unable to confirm that prominent activists in the trial used to work for the Anglisi Council at the time, but said they were informed about “the arrest of Foden and his concerns about the arrest”.
