On China, he said: “Important minerals and rare earth elements are an important part of American power … MCC has really understood it.”
In Kosovo’s Ambassador US, Ilir Dugoli praised Dasgupta’s accountability. Dugoli told Fox News Digital, “We worked closely immediately after reaching MCC … I respect him very much for the way he took over his portfolio and how professional he was.”
On energy security, Dugoli said: “Kosovo completely aligns with the US foreign policy … The batteries are extremely important, especially after the terrorist attack on the previous year’s Eber-Lapank Canal. Compact is the most important investment for our country’s energy security and economic flexibility.”
Dasgupta’s departure also comes as the Trump administration cuts traditional US foreign aid programs and wants to resume America’s global association under its “America First” policy.

While agencies such as USAID have faced cuts and reorganization, Dasgupta argues that MCC has been preserved as a lean, investment-operated tool, which has been aligned with the force of administration on strategic deals and competing on competition with China.
Analysts estimate that according to the Oxford Institute for Energy Studies, China controls about 70% of global rare earth mining and about 90% of processing capacity.
Between 2023 and 2025, China imposed export restrictions on strategic minerals, according to CSIS. Dasgupta argues that MCC’s work in allies can help diversify the supply chains and strengthen flexibility, although MCC has publicly described important minerals as a formal focus of its work.
Dasgupta said, “We want freedom in every sense of the word … These are the premises of American strength and the Bills.”

Like Kosovo’s battery project and Nepal’s power lines “Quick Jeet”, Dasgupta said, “How American aid can strengthen the security at home and pursue prosperity abroad.”
With its departure, MCC continues to compact in dozens of countries worldwide.
