San Diego – One of the two brothers convicted in the 1989 shotgun slayer of his parents in Beverly Hills, Lyal Menandage was denied parole by the California review board on Friday in his first presence before the board.
The decision was denied parole on Thursday after his brother, Eric. Brothers will be eligible to go before the parole board again in three years.
The recommendation of the California Board of Parole Hearings marks a significant development in the decades–Lumb case, which attracted international attention, became one of the most notorious of the 1990s with a television test of the brothers. The 57 -year -old Lile has spent more than 30 years behind bars.
Gov. Gavin Newsom can still review, and potentially veto, decision.

“The panel today found that there are still indications that Lyl has created a risk for the public, the parole commissioner Julie Garland said.

Crying during his closing comment, Lyl spoke with a stressful voice on 20 August, the date he and his brother killed their parents.
“This is a crushed day anniversary for so much in my family,” he said. “I think of all the phone calls of the day in which the shattered news and disadvantages and sorrow.”

The California Board of Parole Hearings (BPH), under the California Department of Karcasions and Rehabilitation (CDCR), are 21 full -time commissioners. Each commissioner is appointed by the governor of California and confirmed by the state Senate. The Commissioners serve the conditions of three years, in which each meeting of the brothers is with 2-3 commissioners.

Because the hearing of the California Board of Parole did not recommend Lile Menandage for parole, it will remain disorganized.
Newsom, while he would be unable to reversed the decision of the independent board, will still be able to take no action, reverse or take any action on the board’s decision. Under the California law, they have 30 days to decide.
If the governor does not want to work, the decision of the parole board stands.

Commissioner Robert Barton emphasized Eric’s actions and later the weight of prison conduct.
“I believe in redemption or I am not doing this … but based on legal standards, we find that you continue to create an improper risk for public safety.”
He said that while the family’s forgiveness was “amazing,” forgiveness and parole eligibility were different cases: “Two things can be true. They can love and forgive you and you can still be found inappropriate for parole.”
Barton raised concerns, not only the nature of shotgun murders, but for Eric’s misconduct during his sentence. He pointed to his use of the control, including his role in a cell phone, drugs and alcohol as well as his role in the jail gang tax scheme.

The decision came in May in May to hear a bombing displeasure at Los Angeles Superior Court, where Judge Michael Jessic reduced the punishment for his life as well as 50-to-life, making him eligible for parole thoughts.

In August 1989, Beverly Hills Sochelights Jose and Kitty Mendez were shot dead in their house.
Hochman earlier called Murders a “mafia-like hit”, who used to comment on the violent nature of the repeated rounds fired on parents.
The boys, then 18 and 21, were convicted in 1996.

Defense claimed that the brothers were motivated to violence for years of physical and sexual abuse at the hands of their father.
