According to the new Instagram rules, users with less than 1000 followers will not be able to use live feature. With follower requirements, the user must have a public account. Earlier, the live feature of Instagram was available to all users, whether the follower is counting or public or private accounts.

Public accounts with only 1,000 followers or more will be able to create live videos.”
According to Techcrunch, the reason for the change has not been revealed, but it is said that it is to improve live consumption experience by limiting low quality currents. Well, Instagram is not the only platform with such restrictions. Tiktok outside India also follows similar restrictions to be live. There is also a requirement of 1000 followers to go live on the platform in the Tikokk app. On the other hand, YouTube streamers require 50 customers for live streams.
