He will continue as MSP for another nine months, along with the Holiroad election set for May 2026.
First minister John Swine thanked Forbes for his “invaluable contribution in public life in the last 10 years”.
In a letter to Swine, Forbes said: “I have no doubt about the scale of my duties as a local representative, a worker and a publicist and a government minister.
“It is quite true that this job reaches far from home for a long time, continuous attention and total dedication.
“As I consider the possibilities of upcoming election and any other tenure, I have concluded that I do not seek election again and remember any more of the early years of family life.”
She said that she previously remains the “fully assistant” of the minister and will continue to serve her components “with hard work”.
The Deputy First Minister said: “I am eager to campaign for SNP in the next election, to return you as the first minister for the second term and lead Scotland for freedom.”
