The new bodycam footage has been released showing illegal immigrant truck driver Harjinder Singh battling limited English, when he was pulled by the police for a boom in New Mexico last month – a detail that has become a major talk in the case since then.
The footage suggests that the suspect of jacqueling his 18-wheeler while creating an illegal U-turn in Florida killed three people-On July 3, a new Mexico state police officer was being stopped to run at a speed of 60 miles per hour by a new Mexico state police officer.

Singh’s limited English has conducted a sharp investigation as the Transport Department (DOT) said that he failed to assess an English language proficiency (ELP) after a deadly accident in Fort Pierce, Florida. The DOT stated that Singh provided correct reactions to only 2 out of 12 oral questions and accurately identified 1 of the 4 highway traffic signals, questioning how and why he was driving a commercial truck in the first place.
Additionally, during the July 3 stop, Singh was not subjected to an English language proficiency test, which the DOT said that the law that started from June 25 was required. State police or highway patrol officers need to do such checks during regular roadside inspections.
Announcing the new enforcement guidelines in May, Transport Secretary Sean Dafi said, “A driver who cannot understand English will not drive a commercial vehicle in this country. The period.”

Florida AG announced an inquiry into the sanctuary courts that give trucking license to illegal immigrants
On Tuesday, New Mexico State Police Chief Troy Visler pushed back to claims by Transport Secretary Sean Dafi that the state was not implementing the new English language requirements properly.
Weissler said that federal officials had misunderstood the Commercial Driver License Policy and Law of New Mexico, given that no standardized test process was provided on 25 June.
“When the state police demanded an explanation, the response received was simply,” you know when a person does not speak English, “Vesler said, New Mexico developed its own compliance process and trained officers to continuously implement it.
Visler also argued that New Mexico had informed federal regulators in late July and with updates in mid-August Florida before the accident.
Regarding Singh’s July 3 stop, Weisler said that an ELP test would not have been triggered even when the new rules were already effective.
“Both federal guidelines and today’s statements by the US Transport Department make it clear that ELP assessment is only necessary when there is a challenge in communication,” Visler said.
“As the traffic stop video displays, there were no communication issues between Mr. Singh and the officer. Therefore, there would be no reason to start the ELP evaluation.”

Singh, who illegally passed in the United States in 2018 through the southern border, was charged in three cases of vehicles and was extradited in Florida to face allegations after a visit to California after the accident.
According to DOT, Singh was issued a regular full-commercial driver’s license in the state of Washington in July 2023, but illegal migrants are not allowed to obtain this type of license.
A year later, Singh was issued a limited-term/non-advocate commercial driver license in California. The DOT is further investigating whether the federal rules have been followed by issuing that license.
