The morgue crime committed by necrophyliaq killer David Fuller, who can be repeated at least 100 dead women and girls, has been found in an investigation.
Fuller was imprisoned in 2021 after a trial, which heard that in 12 years he filmed himself by misusing women bodies in two Kent Hospital mortars.
The final report of an investigation from his crimes found that “current arrangements for regulation and monitoring of people after death are completely absent in partial, ineffective and important areas”.
Sir Jonathan Michael, president of the inquiry, said: “Despite the lack of legal status for the deceased, we all expect our loved ones, and in fact ourselves should be taken care of after taking care with the same safety and dignity.”
He said that the weaknesses that allowed Fuller to be humiliated for so long were not limited to Medstone and Tunbridge Wales NHS Trust, where the killer worked.
“I have found examples in other hospitals and non-hospital settings across the country,” he said.
“Therefore I have come to the conclusion that the current system of regulation and inspection of people after death is completely absent in partial, ineffective and important areas.
“I have asked myself whether the horrific crimes committed by David Fuller may recur. I have concluded that yes, it is completely possible that such crimes can be repeated, especially in areas that lack any form in any form.”
The maintenance activist from the Heathfield of East Sussex now sexually abused the bodies of more than 100 women and girls in the age of nine and more than 100 women and girls, while employing at Kent and Sussex Hospital and Tunbridge Wales Hospital in Pambari between 2005 and 2020.
Fuller was sentenced to two entire life in 2021 for the murder of Wendy Nail and Caroline Pierce and was imprisoned for a total of 16 years to abuse the corpses, meaning that he would die in jail.
Fuller gained access to Morgs using his employee swipe card, when he knew that the employees went home, the areas were released.
There, he systematically misused at least 101 corpses, the youngest of which was nine years of age and the oldest 100 years old.
In his trial, the court heard how he would “go to the same bodies repeatedly”.
