“When you take a look at it right now, it takes a 30-minute roll-call vote to reach the clotcher, and then a two-hour debate time, and then another 30-minute roll-call vote,” Bairaso said. “Okay, it’s three hours, and it’s time when you can’t do law, you cannot do any other things.”
But there is a menu of major items that the Congress will have to deal with when they return, especially the time limit of funding the government by 30 September.
Bairaso accepted that reality, and noted that it was due to heavy schedule to change a rule and turn into the center.

He said, “No time is going to happen – or there is a limited time, I should say, in fact to get people through the enrollment process, who is just going to pull forward, and you will have more people to come out of hearing and committees,” he said.
“This backlog is going to spoil this traffic jam at the Shumor toll booth. Therefore, we are going to do something, because it may not stand.”
