The police could stop a deadly attack on an elderly man due to a shift pattern and a bank holiday, his daughter said.
80-year-old Bhim Kohli was punched and kicked by a 14-year-old boy, while a 12-year-old girl filmed the attack in September-two weeks later when he abused another Asian man racially and attacked by two other boys nearby.
Now a report was given to Susan Kohli – showing that the police knew that after identifying the pair involved in the last attack days, but did not arrest him until his father’s death.
The Lecesterreshair police said it had identified “organizational learning” to log anti -social behavior.

He used to accuse him of racially or religiously increased general attacks in the Youth Court in Lester in December, which he accepted.
They were dealt with outside the court through a refrigerated youth precaution after a referral for an out-of-court settlement-where possible, a process aimed at removing young people from criminal justice system.

A report giving details of the investigation viewed by the BBC shows that another eight reports of similar incidents between June and August last year reveals that the police have been given to the police since the death of Mr. Kohli.

He said: “I am disappointed not only with the Lecesterreshare Police, but I am also disappointed with IOPC.
“It worries me that IOPC did not ask for that information.”
The report concluded any action, or the lack of action by the police, did not cause or contribute the death of Mr. Kohli.
Ms. Kohli disagrees.
“It comes down to delay … to take necessary action,” he said.
“I think my father will still be here. There is a possibility that my father will still stay here and that is anger at me.
“Your report is constantly saying that there was nothing that the Lecesterreshire police could do. There is a lot that they could do, but they did not choose unfortunately.
“Leesestershire police need to keep some accountability.”
CH Supt Jonathan Starbak of Leesestershire Police said that the force recognized the concerns raised by Ms. Kohli about anti -social behavior in the Franklin Park area during the summer of 2024.
He said: “We continue to monitor the area of Franklin Park and are associated with the community through a local survey, drop-in centers, connect with local schools, youth work and active policing patrols.”
A spokesman for IOPC said that he had investigated the report of the Lessestershire police in the investigation.
He said: “We agreed to his discovery that police officers had investigated informed cases and there was nothing to indicate any officer or police personnel that you commit a criminal crime or behave as per the way disciplinary action is right.
“And we agreed with the learning identified by force in relation to accurate recording of anti -social behavior and tagging events, thus ensuring that events could be properly dealt with and to support the long -term management and preventive of ASB.”

The court of the boy has increased in the court of appeal on Wednesday.
